Motive vs Whip Around
These are not the same kind of product, and that is exactly why the comparison is worth making. One is a telematics platform with hardware in the vehicle. The other is an inspection app on a phone. The interesting question is which one a small fleet actually needs.
Who wrote this, and what we sell
We make ReportWalk, an inspection app — which puts us closer in shape to Whip Around than to Motive, and you should read this page knowing that. We have no relationship with either company. Our own product is mentioned once, at the bottom.
The short answer
Motive
Choose Motive if you need what the hardware provides: dashcams, ELD compliance, GPS tracking and driver behaviour data. If you are running hours-of-service compliance, this is not optional and an inspection app cannot replace it.
Whip Around
Choose Whip Around if what you actually need is the walkaround and the defect record, and nobody is going to look at the camera footage. It is a phone-based inspection tool with no hardware to install.
The honest version of this decision is a question about your own fleet: has anyone reviewed dashcam footage in the last six months? If not, you may be paying for a hardware platform to produce a form.
Who actually switched, and why
One switch, and it is from 2022 — older than the window we normally hold to. We are publishing it because the direction is genuinely rare and because it names a reason most fleet marketing never addresses. It is one fleet, not a trend.

The only evidence we found anywhere of a fleet moving DOWN from a telematics platform to an inspection app. Almost every other documented fleet switch is sideways between platforms of the same kind.
Where they genuinely differ
The hardware question is the whole comparison
Motive is a platform with equipment in the vehicle: dashcams, ELD devices, GPS. It produces inspection records as one part of a much larger system, and it typically involves multi-year agreements.
Whip Around is software on a phone. There is nothing to install in the truck.
If you are subject to hours-of-service rules, you need an ELD and this comparison resolves itself. If you are not, the question is whether you are buying capability you will use.
What the regulation actually requires
For driver vehicle inspection reports, 49 CFR 396.11 does not require the report to name the software or system used, and retention is three months.
A phone-based inspection app can satisfy that. The DVIR is not the reason to buy telematics — that is a separate compliance question about hours of service.
Pricing
Neither vendor publishes pricing we could capture with a date. Motive is a hardware-plus-contract sale by nature. Whip Around does not publish a public per-seat figure we could cite.
Where a vendor does not publish, we leave it as contact sales rather than repeating a directory estimate.
What each is honestly better at
Motive
Everything that requires knowing where the vehicle is and what happened around it. ELD compliance, dashcam evidence after an incident, driver behaviour data, and the insurance conversations those enable. An inspection app does none of this, and for many fleets that capability is the reason the budget exists at all.
Whip Around
Doing the walkaround well, at a fraction of the commitment. No hardware, no installation, no multi-year contract. For a fleet whose actual problem is that pre-trip inspections are being done on paper or not at all, it addresses that problem directly rather than as a module of something larger.
What we could not verify
- Demand for this comparison. Neither vendor has built a page on this pair, which means nobody with money at stake has judged it worth answering. We are being explicit: an empty result page is not automatically an opportunity, and we may be writing about a question few people ask.
- Current pricing for either product.
- Whether alisha q.'s 2022 experience reflects Motive's current offering, which has changed since.
- A search caveat: Motive's site is gomotive.com. Searching motive.com will falsely suggest the company has no comparison content.
- Reddit was unreachable in every session. For fleet operators in particular, that is where a lot of this discussion happens, and we could not read any of it.
If neither fits — a third shape of tool
If the pattern in alisha q.'s review is familiar — you bought a platform and use one screen of it — the smallest version of that screen is a phone app that records the walkaround and produces the document. ReportWalk does that with voice capture and works with no signal, which in a yard matters more than it sounds. It is not an ELD and cannot make you hours-of-service compliant.
